NEW DELHI: BJP-ruled states of Gujarat, Chhattisgarh and Rajasthan have reported the highest rates of crimes against Scheduled Castes in 2015, data compiled by National Commission for Scheduled Castes (NCSC) has revealed. The statistics show an almost 40% increase in incidence of crime against Dalits across India between 2011 and 2014. In 2015, Gujarat reported the highest crime rate against Dalits (163.3%,
6,655 cases), followed by Chhattisgarh (91.9%, 3,008 cases), Rajasthan (58.5%, 7,144 cases) and Bihar (43%, 7,121 cases). UP (8,946) reported the most number of cases of crime against Dalits. Crime against Scheduled Castes: Steep spike in Gujarat, most number of cases in UP. But the crime rate against Dalits in UP is only 21.6%. NCSC has worked out percentage crime rates for each state taking the atrocity incidents over Scheduled Caste population in that state.
The data was a part of the agenda papers for meeting on 'Monitoring the implementation of constitutional safeguards for Scheduled Castes', held here on Thursday by NCSC.
The agenda papers clearly say: "Rajasthan, UP, Bihar, Gujarat and Chhattisgarh deserve special attention." NCSC has also red-flagged the sudden increase in the incidence of crime against SCs in Gujarat and Chhattisgarh.
"The anomaly and sudden increase in respect to Gujarat and Chhattisgarh are abnormal and are being highlighted so that these states can provide actual data in case there was a mistake in reporting," the papers say.
The crime rates have gone up from 27.70% in 2014 in Gujarat to 163.3% and 32.60% in Chhattisgarh in 2014 to 91.9%.
The crime rates have been compiled by NCSC on the basis of National Crime Records Bureau statistics of 2013 and 2014 and data furnished for 2015 by home ministry in response to a Parliament query posed by Congress MP PL Punia.
While the rate of filing of chargesheets by police has increased from 90.70% in 2011 to 92.30% in 2014, the pendency rate with police has declined from 24.72% in 2011 and 24.42% in 2014.
